
People are being invited to comment on a Public Open Space Disposal for land at Grace Road Field, Marsh Barton, for a proposed energy centre.
Exeter City Council intends to dispose of a parcel of land at Grace Road Fields, Clapperbrook Lane East, Exeter, EX2 8QA, by grant of a long lease.
This would include grant easement rights for underground pipes from Grace Road disposal site across the Riverside Valley Park and Belle Isle Nursery and along Water Lane.
The energy centre site, for the Exeter Energy Network, is proposed on land between Marsh Barton railway station and the Exeter Ship Canal. Part of this site was used as a laydown area when the railway station was being constructed.
Outline planning consent was granted in August 2025, subject to Section 106 agreement, for development of an Energy Centre on the site.
The Grace Road Energy Centre is planned to generate low carbon heat from a variety of sources including heat pumps and utilising waste heat from a data centre and the adjacent Energy Recovery Facility.
By connecting to a centralised energy centre buildings can remove the need for individual gas boilers and the city can enjoy cleaner air with less reliance on imported fossil fuels.

The Council will consider any comments submitted in writing to Head of Commercial Assets at Exeter City Council, Civic Centre, Paris Street, Exeter, EX1 1JN or via email at estates@exeter.gov.uk by Thursday 6 November.
