East Devon District Council’s Cabinet has formally adopted the Exmouth Placemaking Plan, following endorsement from both Exmouth Town Council and Devon County Council’s Highways and Traffic Orders Committee (HATOC). The decision marks a major step forward in delivering a coordinated, long‑term vision for the town centre, seafront and key gateways.
The plan has been significantly refined following extensive public engagement. A large community consultation took place in late 2025, alongside ongoing collaboration between EDDC, Devon County Council and Exmouth Town Council. Feedback from residents, businesses and local organisations directly shaped the final version adopted this week.
Clear public priorities shape updated plan
The consultation showed broad support for practical improvements that enhance connectivity, public spaces and the local environment. Respondents prioritised:
* clearer, safer and more accessible walking routes between the Station Gateway, the Strand and the seafront
* better wayfinding to help people navigate the town
* affordable business space and improvements to the public realm
* sensitive environmental enhancements
* transport improvements that provide viable alternatives to car use
Residents appreciated the removal of several earlier proposals, including a multi‑storey car park, leisure centre, and large‑scale changes to seafront traffic movement and parking capacity. The revised plan emphasises protecting existing parking provision in key visitor areas such as around the Pavilion Theatre.
To improve clarity and reflect public concerns, the final plan now includes a new glossary, strengthened wording on sustainability and accessibility, and more explicit recognition of Exmouth’s natural environment.
Top priorities identified
Consultants WSP carried out a detailed assessment of all proposed actions, testing them against deliverability, ease of implementation, readiness and cost. Two areas emerged as the most deliverable early priorities:
* a comprehensive Wayfinding Strategy
* improvements to the key Station Gateway route
Next steps
With the plan now adopted, work will move into its delivery phase, subject to funding and resources. Progress will be overseen by the Placemaking, Exmouth Town and Seafront (PETS) group, with ongoing partnership working between East Devon District Council, Devon County Council and Exmouth Town Council.
As individual projects come forward, there will be further opportunities for residents and businesses to help shape detailed proposals and ensure they continue to reflect local priorities.
