Devon County Council’s efforts to recruit and retain foster carers are beginning to reverse years of decline, creating more opportunities for vulnerable children to grow up in safe, loving family homes close to their communities.
The Fostering Task Group report, which was discussed by members of the Children’s Scrutiny Committee on 8 October 2026, highlights encouraging progress in strengthening fostering services, attracting new carers, and providing better support for existing fostering families.
The council is predicting an increase in the number of children in care being supported in foster homes over the next five years, and a reduction in the number being cared for in children’s care homes. Having more local foster carers means more Devon children can remain close to their schools, friends and support networks while receiving the stability and care they need.
The latest figures show that as of August 2026, 257 Devon children were living with the council’s own foster carers exceeding its target of 246.
The report shows a positive shift in recruitment and retention which has been challenging in recent years but is moving in the right direction.
During 2025/26, Devon welcomed 16 new fostering households. So far this year, 17 new fostering households have already been approved with projections suggesting that this will increase to 35 by the end of 2026/27.
The council is continuing to encourage people from all backgrounds to consider fostering. Anyone interested in finding out more about fostering with Devon County Council, including short stay fostering and longer term care can visit www.devon.gov.uk/fostering.
Potential carers need to be over 21 and will be supported with training while considering fostering. Foster carers receive an ongoing comprehensive package of training, professional support, financial assistance and access to a strong network of fellow carers.
