Housing Needs Assessment outlines new opportunities for vulnerable residents in Torbay

A new Housing Needs Assessment is set to go before Cabinet for approval, outlining both the housing options available today and what is likely to be required in the years ahead.

Looking forward to 2030, the assessment considers the needs of children, young people and families, people experiencing homelessness, adults with social care needs, and those affected by domestic abuse or substance misuse.

We already provide a wide range of housing support for these groups. However, this assessment explores how we can go further—offering greater choice, better quality accommodation, and more tailored housing solutions for people during challenging moments in their lives.

This could include expanding the number of homes that enable adults with social care needs to live independently for longer, increasing the availability of suitable first homes for care leavers, or creating more specialist housing for people with mobility needs. It may also involve strengthening support for people experiencing homelessness or ensuring safe and stable accommodation for those recovering from domestic abuse.

The Housing Needs Assessment brings together insights from multiple reports and studies to build a clear picture of both current provision and future requirements. We hope to use this evidence to work proactively with partner organisations—encouraging investment in Torbay and collaborating on innovative housing solutions for our community’s future.

The Housing Needs Assessment will be discussed at the next Torbay Council Cabinet meeting on 14 April. If approved officers from across Adults and Community Services, Pride in Place and Children's Services will work together with external partners to design practical and innovative solutions.
