Teignbridge Councillors still denied access to offices.

Teignbridge Council members elected to office continue to face restrictions on direct access to staff due to past incidents of threats, bullying, and intimidation. Since the onset of the pandemic, councillors have been unable to utilise their passes to gain entry to offices at Forde House in Newton Abbot.

Previously, councillors enjoyed unrestricted access to the building, allowing them to engage directly with officers. However, instances of inappropriate behaviour by some councillors prompted the current limitations, restricting members' access solely to the main council chamber.

Expressing his disappointment during his final meeting, Councillor Chris Clarance highlighted the delay in reinstating access and the ongoing approval process for a protocol intended to govern member behaviour. He emphasised concerns regarding staff feeling threatened, bullied, or intimidated, which necessitated the formulation of guidelines.

The proposed protocol aims to deter personal attacks and prevent conflicts with staff. Despite efforts to streamline the protocol, negotiations are ongoing to create a more concise and practical version.

Council leader Martin Wrigley acknowledged that post-pandemic, councillors' access to officers at Forde House had not been reinstated, citing concerns over past abuse of access and instances of misconduct. He stressed the importance of striking a balance between safeguarding staff while facilitating constructive communication with councillors, particularly on matters like planning issues.

Although access to staff had been beneficial in the past, reports of staff distress due to individual councillors' behaviour underscored the need for clear guidelines to ensure a respectful and collaborative environment within the council premises.
