Torbay residents and businesses invited to view and comment on exciting plans for Torquay’s harbourside

In partnership with Willmott Dixon and Milligan, Torbay Council have launched a public consultation on exciting plans to redevelop the northern side of The Strand on Torquay’s harbourside

The multi-million-pound development, which stretches along Torquay’s picturesque harbourside will transform the area into a welcoming destination, that would attract new visitors and offer year-round employment opportunities for local people.

The published proposals look to deliver a circa 154-bedroom boutique hotel including a rooftop terrace and ground floor space for food, drink and retail uses that promote the best of Devon. The design features a sweeping staircase that would better connect the harbourside with The Terrace and complement recently completed harbourside public realm works.

Over the past few months, the team working on the design have been taking inspiration from Torbay’s Victorian heritage and the golden era of travel when the area was celebrated as a luxurious seaside destination. The evolving vision has sought to reintroduce a new sense of grandeur, combining historical charm with contemporary elegance to create a dynamic and inviting destination for local people and visitors.

Key design elements include:

  • A new ‘Riviera Heyday’ hotel
  • Rooftop bar and restaurant
  • Active frontages and dining terrace
  • Landscaped connection between The Terrace, harbourside and retail centre
  • Retaining the character of No 7 Strand and the original Grade II listed building, No 8 Strand

Until Friday 25 July, residents of all ages and local businesses will be able to view and comment on the proposals ahead of a planning application being prepared and submitted in the autumn.

There are online and in-person opportunities for people to get involved and shape the future of The Strand.

By blending heritage with modern design, we will create a vibrant space that offers more choice for visitors and new employment opportunities for residents, ultimately boosting the local economy.

“We especially encourage young people to engage with the team and share their thoughts on the proposals. As the future of Torbay, their input is vital in shaping what lies ahead.”

Stuart Harris, CEO for Milligan, said; “We’re incredibly proud to be sharing our vision for this landmark scheme, which we believe will redefine Torquay’s harbourside. This is more than a development - it’s about creating a vibrant, welcoming destination that celebrates the Bay’s heritage while looking firmly to the future. The proposals reflect our commitment to long-term stewardship, quality design, and delivering real value for the community and local economy. We’re excited to hear what residents and businesses think as we move forward together.”

Chris Wheeler, Regional Head of Land Development for Willmott Dixon, said; “We’re proud to have worked with the wider team in establishing a groundbreaking proposal which offers significant benefits to the townscape of Torquay. The Strand development, which incorporates the former Debenhams building and the wider harbour front, is a key aspect in the wider regeneration of both Torquay and Torbay. The proposals establish potential to provide market leading hospitality and food and beverage offerings bringing much needed employment and focus to the harbour”.
