The statutory consultation seeking public feedback on Exeter's contentious LTN trial, dubbed the Heavitree and Whipton Active Streets Trial, wraps up today, marking the culmination of discussions that began with its launch on August 3, 2023.
The trial, marked by the installation of three barriers and two bus gates in Heavitree and Whipton, along with adjustments to parking regulations on Ladysmith Road, aims to divert through traffic away from these residential areas to foster safer and more appealing conditions for pedestrians, cyclists, and wheelers. Yet, it has ignited a deep-seated divide within the local population, eliciting fervent support as well as vehement opposition.
Proponents tout its success in achieving its objectives, while detractors decry its adverse effects on car travel, exacerbation of congestion on already crowded routes, environmental concerns, impacts on local businesses, and disruptions to daily life. The palpable backlash against the LTN recently resulted in a political upheaval in Heavitree, with Independent candidate Lucy Haigh unseating a Labour incumbent.
As the consultation phase concludes, Devon County Council (DCC) has outlined the forthcoming steps. The trial's fate will be under scrutiny at the next Exeter Highways and Traffic Orders Committee (HATOC) meeting on May 20, with a detailed report set for release on May 10, this Friday.
