Several caravans arrived on Thursday afternoon (April 23), occupying land used by the Exmouth Archers as well as nearby football pitches.
Officers responded quickly, arriving within ten minutes. Shortly after, members of the Exmouth Neighbourhood Policing Team contacted the landowner, East Devon District Council (EDDC), along with bailiffs, who are expected to begin the eviction process today.
While police say they understand the disruption caused to local clubs and young people, they explained that the situation does not currently meet the legal threshold required for immediate forced removal. As a result, eviction must proceed through civil processes.
In a statement shared on social media, officers expressed frustration at the impact on the community and warned that once the group leaves, it is likely to relocate elsewhere, potentially affecting other sports grounds or green spaces.
They urged landowners and clubs to take preventative measures to protect their sites, noting that such locations are often targeted.
Police also clarified their legal powers, explaining that trespass in England is generally a civil matter rather than a criminal offence. They said they can only intervene directly in specific circumstances, such as under Section 61 of the Criminal Justice and Public Order Act, which applies when certain conditions are met. In this case, those conditions have not yet been satisfied.
Officers added that attempting to block access to one site could simply shift the issue elsewhere, increasing disruption and costs for landowners. They emphasised that they would not hesitate to use stronger powers if the legal threshold is reached.
